    State and Federal Programs Overview

    Welcome to the State and Federal Programs Office. We are committed to maximizing student learning by providing direction, support and assistance to schools in implementing federally, state or locally funded educational programs while ensuring compliance with federal, state and local policies, procedures and regulations.

    The major responsibilities of the State and Federal Programs Office are to provide direction and support to the district and schools through the following:

     Completion and approval of a consolidated application that outlines strategies for improving student achievement including allocation of funds to support those efforts;

     Assisting schools in the development, revision and implementation of their plans and policies including but not limited to their schoolwide and, if applicable, school improvement plans;

     Providing technical assistance related to federal, state, and local guidelines for programs;

     Ensuring all federal, state and local guidelines, mandates and accountability measures are effectively addressed in a timely and efficient manner. The State and Federal Programs Office supports and provides guidance relative to the federal and state programs indicated below:

     Title I Part A –The legislative purpose is to provide all children significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps.

     Title I Part D -The legislative purpose is to support the operation of local educational agency programs that involve collaboration with locally operated correctional facilities to:                                                                                                                                                     

    1. carry out high-quality education programs to prepare children and youth for secondary school completion, training, employment, or further education;                                                                                                                                                                                     

    2. provide activities to facilitate the transition of such children and youth from the correctional program to further education or employment; and,                                                                                                                                                                                     

    3. operate programs in local schools, including schools operated or funded by, if applicable, the *Bureau of Indian Education, for children and youth returning from correctional facilities, and programs which may serve at-risk children and youth.

     Title II Part A -The legislative purpose is to provide sub grants to LEAs to:                                                                                             

    1. increase student achievement consistent with the MLS;                                                                                                                         

    2. improve the quality and effectiveness of teachers, principals, and other school leaders                                                                           

    3. increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and,                                                                                                                                                                                             

    4. provide economically deprived and minority students greater access to effective teachers, principals and other school leaders.

     Title III – The legislative purpose ensures ELs including immigrant children and youth, attain English proficiency, develop high levels of academic achievement in English, and meet the MLS by achieving high levels in the core academic subjects, in educational settings taught in English. Parent and community involvement must also be promoted.

     Title IV Part A -The legislative purpose is to improve students’ academic achievement by increasing the capacity of states, LEAs, schools and local communities to:                                                                                                                                                             

    1. provide all students with access to a well-rounded education;                                                                                                               

    2. improve school conditions for student learning; and,                                                                                                                             

    3. improve the use of technology in order to improve the academic achievement and digital literacy of all students.
